A U.S. Appeals Court on March 21 upheld the Federal Reserve's rules governing debit card interchange fees, dealing a major blow to retailers who have fought to reduce the transaction fees they are charged when customers swipe a debit card. The ruling reverses a lower court’s decision last year that the Federal Reserve had set the cap on debit card transactions too high.
The U.S. Court of Appeals for the District of Columbia ruled that the Federal Reserve’s interpretation of the Dodd-Frank Wall Street Reform and Consumer Protection Act was reasonable.
In issuing its ruling, the Court said the debit-fee issue put the Federal Reserve and the courts "in a real bind" because the Dodd-Frank amendment that limited the fees was poorly written by Congress.

NACS has issued a statement of position that encourages stores selling e-cigarettes to adopt, as a best practice, a policy of treating these products as age restricted and subjecting them to the same age-verification procedures as those applicable to tobacco products.
NACS’ position was developed by the association’s retail Board of Directors during its most recent meeting. Convenience stores are the largest retail channel for e-cigarette sales, with overall sales of nearly $540 million in 2013, representing 75% of all brick-and mortar sales, excluding kiosks and tobacco only outlets.

Please be advised that our Hours of Service Waiver that was issued on January 6th is only in effect until midnight tonight.
However, due to the State of Emergency issued for several counties in West Virginia, the Office of Emergency Services has issued another statewide Hours of Service Waiver, which is in effect until the end of the State of Emergency. This waiver was requested for fuel and water deliveries. A copy of the waiver is attached for your records.

The Division of Motor Vehicles has issued an Emergency Waiver of Truck Registration - waiving any requirements under WV Law relating to trip permits, authorizations or licenses required for commercial vehicles operating in the State of West Virginia and transporting water and humanitarian relief to victims of water contamination. Please see attached waiver for required conditions that must be satisfied.

Gov. Earl Ray Tomblin has issued a State of Emergency for Boone, Cabell, Clay, Jackson, Kanawha, Lincoln, Logan, Putnam, and Roane counties. This declaration follows a notice from West Virginia American Water Company that its water supply had become contaminated. Residents served by Lincoln PSD, Queen Shoals PSD, Reamer PSD, City of Culloden PSD, and City of Hurricane PSD are also affected. "West Virginians in the affected service areas are urged NOT to use tap water for drinking, cooking, washing or bathing," Gov. Tomblin said. "Right now, our priorities are our hospitals, nursing homes, and schools. I've been working with our National Guard and Office of Emergency Services in an effort to provide water and supplies through the county emergency services offices as quickly as possible."
